Señor Secretario de Estado, Ministros, Representantes Permanentes y Embajadores, señoras y señores:
Traigo la representación del Ministro de Relaciones Exteriores de Chile, Heraldo Muñoz, para transmitir en esta sesión un claro voto de solidaridad con el Irak y un mensaje de aliento para la Administración del Primer Ministro al-Abadi, quien ha tomado sobre sus hombros la crucial tarea de defender la integridad de su Estado, llamado a preservar no sólo sus libertades sino también la diversidad étnica, religiosa y cultural que ha sido una de sus cualidades milenarias.
Chile ha expresado su condena más enérgica de los bárbaros métodos con que el autodenominado "Estado Islámico" ha buscado imponer su visión maniquea y violenta de una religión de paz y tolerancia como el Islam.
Su desprecio por la vida, por la libertad de religión y, en general, por normas centrales de la civilización como la Declaración Universal de los Derechos Humanos y el Pacto Internacional de los Derechos Civiles y Políticos exige una respuesta contundente pero legítima de la comunidad internacional, que debe enviarse desde este órgano cuya tarea es la de garantizar la paz y seguridad internacionales, con apego a la Carta de nuestra Organización y al Derecho Internacional.
Irak siempre ha sido una potencia central en el Medio Oriente: su integridad territorial y su viabilidad democrática son requisitos para la estabilidad regional y la paz y la seguridad internacionales. Ello pasa por respetar escrupulosamente los derechos constitucionales y civiles de las comunidades étnicas y religiosas que componen su tejido social.
La gobernabilidad democrática en el Irak necesita de un Gobierno de unidad nacional, que implemente políticas genuinamente inclusivas y que ofrezca un frente unido al terrorismo y la intolerancia: ésa es la tarea principal que deberá acometer el nuevo Gobierno y para la cual cuenta con todo nuestro respaldo.
Naciones Unidas tiene el deber de asistir al Irak en este empeño, poniendo detrás de su pueblo todo el peso de aquellas acciones de Seguridad Colectiva que –legitimadas por la Carta- adopte su membresía, representada al efecto por el Consejo de Seguridad conforme a su Artículo 25.
La Resolución 2170 –que hemos adoptado en agosto por unanimidad bajo el capítulo VII y que Chile ha copatrocinado- es un paso más hacia la consolidación de la arquitectura anti-terrorista del sistema multilateral, toda vez que ella supone un claro impulso a los esfuerzos internacionales en la lucha contra el terrorismo, especialmente en el Medio Oriente, introduciendo nuevas medidas en contra de grupos de dicha naturaleza que están afectando seriamente la seguridad de dicha zona.
A ella debiera agregarse la Resolución relativa a los Combatientes Terroristas Extranjeros que será discutida y adoptada en este órgano el próximo miércoles, en una Sesión Especial a nivel Jefes de Estado y de Gobierno.
La solidaridad de la comunidad internacional, que debe incorporar una eficaz dimensión humanitaria para socorrer a las poblaciones afectadas por el terrorismo y la violencia. Igualmente, es vital continuar con una implementación estricta y acuciosa del régimen de sanciones establecido por la Resolución 1267 (contra Al-Qaida y los Talibanes).
Señor Presidente:
Chile reitera que es esencial revestir toda acción colectiva contra el "Estado Islámico" con la legitimidad de la Carta de Naciones Unidas. Necesitamos actuar unidos y con el respaldo deseablemente unánime de este Consejo para que el esfuerzo contra-terrorista cuente con apoyo decidido de la opinión mundial. Esa legitimidad permitirá una más fluida integración del Irak a una comunidad regional y mundial que lo necesita como socio privilegiado para restablecer la paz y la seguridad en una región por demasiado tiempo azotada por la guerra, la barbarie y la opresión.

Mr. Secretary of State, Ministers, Permanent Representatives and Ambassadors, ladies and gentlemen,
On behalf of the Minister for Foreign Affairs of Chile, Heraldo Muñoz, I am here to cast a clear vote of solidarity with Iraq and to send a message of encouragement to the administration of Prime Minister al-Abadi, who has shouldered the crucial task of defending the integrity of his State, called upon to preserve not only its freedoms but also the ethnic, religious and cultural diversity that has for millennia been one of its qualities.
Chile has expressed its strongest condemnation of the barbaric methods used by the self-styled "Islamic State" to impose its Manichean and violent vision of a religion of peace and tolerance such as Islam.
Its disregard for life, for freedom of religion and, in general, for the central norms of civilization such as the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights calls for a forceful but legitimate response from the international community, which should be sent from this organ, whose task is to preserve international peace and security, in accordance with the Charter of our Organization and international law.
Iraq has always been a central power in the Middle East: its territorial integrity and democratic viability are prerequisites for regional stability and international peace and security. This requires scrupulous respect for the constitutional and civil rights of the ethnic and religious communities that make up its social fabric.
Democratic governance in Iraq requires a government of national unity, implementing genuinely inclusive policies and presenting a united front against terrorism and intolerance. This is the main task to be undertaken by the new Government, for which it has our full support.
The United Nations has a duty to assist Iraq in this endeavor, by putting behind its people the full weight of the actions of collective security legitimized by the Charter which are adopted by its membership, represented for this purpose by the Security Council in accordance with Article 25 of the Charter.
Resolution 2170 (2014), which we unanimously adopted in August under Chapter VII and which Chile co-sponsored, is another step towards consolidation of the counter-terrorism architecture of the multilateral system, since it supposes a clear impetus for international efforts in the fight against terrorism, in particular in the Middle East, by putting into place new measures to deal with terrorist groups that are seriously affecting the security of said region.
Another part of this architecture will be the resolution on foreign terrorist fighters which will be discussed and adopted by this organ next Wednesday, at a special meeting at the level of Heads of States and Government.
The solidarity of the international community, which must encompass an effective humanitarian dimension in order to assist the populations affected by terrorism and violence. It is also vital to continue strict and diligent implementation of the sanctions regime established by resolution 1267 (1999) (against Al-Qaida and the Taliban).
Mr. President,
Chile reiterates that it is essential for any collective action against the "Islamic State" to be sanctioned by the legitimacy of the Charter of the United Nations. We must act together and hopefully with the unanimous backing of this Council, so that the counter-terrorism effort enjoys the firm support of world opinion. This legitimacy will allow more fluid integration of Iraq in a regional and global community that needs it as a privileged partner, in order to restore peace and security in a region too long battered by war, barbarity and oppression.
